Eurovision 1991 presenters were two winners from the past: Gigliola Cinquetti and Toto Cutugno.
Although initially selected the "Teatro Ariston", seat of the Festival of Sanremo, to host the contest of Eurovision, for safety led him to the "temple" of the Italian and European cinema, the Cinecitta. The RAI chose as hosts the two Italian winners of Eurovision, Gigliola Cinquetti and Toto Cutugno and originally announced the name of Rafaella Carra. The organization was a rough lomos and all preparations were last minute. EBU has decided that the largest number of holdings in Eurovision would be 22. So the 22 countries in 1989 and 1990 were invited again to participate. But the Netherlands abstained since May 4 was the day that honors the dead of the 2nd World War. Thus, the EBU has enabled Malta to send a song after 16 years. However, the EBU has made clear that the Maltese were taking place only because the Netherlands was absent. The vote of 1991 was chaotic, exhausting and at one point and "frustrating." So the most exciting record since 1969 has lost its interest. The Toto Cutugno talked constantly, made many mistakes, the scoreboard rarely appeared on the screen ... For the first time since 1969 we had a tie in first place. According to the EBU Regulation in force since 1989 were measured in case of a tie the number of dozen who have taken the tie and then countries of Dimes. Sweden and France have four 12aria, but superior in Sweden 10aria. So Carola declared the winner and gave Sweden the victory of the 3rd! The system of the EBU has been criticized as unfair because Sweden had been passed by fewer countries than France. For the first time the first 6 countries took more than 100 points.
